What happens if I convert a transparent PNG to a JPG?

Because the JPG format physically cannot render transparency, the transparent pixels will be automatically filled in with a solid background color (usually pure white or pure black).

Does converting improve the quality of a low-res image?

No. Converting an image simply repackages the existing data. You cannot 'upscale' a blurry 100px JPG into a crisp 4K PNG just by changing the format.
